Office Interior Design and Build
in Kolkata

Who designs and builds office interiors in Kolkata, and which authority covers the floor?
IBS is among the office interior designers in Kolkata that build what they draw, through local teams in the city. The rules depend on the address. The Kolkata Municipal Corporation sanctions building work in the central business district, the Nabadiganta Industrial Township Authority in Salt Lake Sector V, and the New Town Kolkata Development Authority in New Town. Fire time limits and the Bengali signage order follow the Corporation’s boundary.
What is a high-risk building?
A high-risk building is the class West Bengal’s fire Act places its duties on: a high-rise building, or a building of an occupancy the State has notified. A high-rise is 15.5 metres or more inside the Kolkata Municipal Corporation’s area and above 14.5 metres in the rest of the State.
What is extension of load?
Extension of load is the term West Bengal’s electricity regulations use when an existing consumer takes more load on a connection. A fit-out needs it when new HVAC plant such as VRF (variable refrigerant flow) outdoor units, a server room or a pantry draws more than the connection allows.
Address
Which authority covers an office in Kolkata: the Corporation, Nabadiganta or New Town?
Three bodies sanction building work across Kolkata’s office districts, and three other rules follow the same line.
Central business district
- The Kolkata Municipal Corporation (KMC). Its Act of 1980 requires the Municipal Commissioner’s previous sanction for the building work it lists
- Cushman & Wakefield draws this district around Park Street, Camac Street, AJC Bose Road and Theatre Road
Salt Lake Sector V
- The Nabadiganta Industrial Township Authority, whose website says it is responsible for the sanction of building plans
- We read neither the law that created it nor any building rules of its own
New Town
- The New Town Kolkata Development Authority. Its Act of 2007 bars building work without its previous sanction
- Cushman & Wakefield’s market report has a Rajarhat row and none for New Town. We read no boundary map, so ask the landlord which body sanctioned the building
What follows the line
- Fire applications: 15 days in KMC areas, 30 days in the rest of West Bengal
- High-rise height: 15.5 metres inside the Corporation’s area, above 14.5 metres outside
- Bengali at the top of signboards: a Corporation order, with nothing comparable found for the other two
- That Sector V and New Town lie outside the KMC area is our reading. No document we read says so in terms

Partitions
Does an office interior need a building permit in Kolkata?
Inside the Corporation’s limits, the Building Rules of 2009 list work that needs no building permit. Partitions are on it, with a notice period.
No permit required
- An internal partition wall “which does not violate any of the provisions of the Act or these rules”, such as the gypsum drywall around cabins
- A false ceiling “for air-conditioning, lighting or decorative purposes”: the gypsum or grid ceiling that carries diffusers, sprinkler heads and smoke detectors
- Whitewashing, painting, and reflooring an existing floor with new screed, carpet or vitrified tile
Fifteen days’ written notice
- Partition work may not start until the Municipal Commissioner has had fifteen days’ notice in writing, stating the nature of the work
- The false ceiling, the painting and the reflooring carry no notice period
- Send the notice the day the partition layout is frozen. It is yours to give. IBS can prepare the drawings and do the liaison, charged for separately
The catch in the Act
- The Corporation’s Act counts it as erecting a building to convert a building built as offices, by subdivision or addition, into a greater or lesser number of offices. That needs the Municipal Commissioner’s sanction
- We could not establish how the Corporation squares this with the no-permit rule. If your layout turns one office into several, ask it in writing before the notice goes in
Sector V and New Town
- The 2009 rules are the Corporation’s. We read no equivalent list for the other two bodies
- New Town’s Act carries the same subdivision wording and the same open question. Ask the authority in writing what it requires for interior work

Fire law
Who is responsible for fire safety in a leased Kolkata office, and what is the certificate?
The West Bengal Fire Services Act, 1950 splits the duty for a high-risk building between owner and occupier. The latest amending Act we found is of 2022.
Owner and occupier
- The owner provides the fire prevention and fire safety measures. The occupier does so only where the owner is not traceable
- The occupier, which includes a tenant liable to pay rent, maintains them “in good repair and in efficient condition at all times”
- On a fitted floor those are the sprinkler heads, smoke detectors, call points, the hose reel, the hydrant landing valve and the wiring to the fire alarm panel
The certificate
- A Fire Safety Recommendation comes first, then the Fire Safety Certificate, the paper a landlord may call the fire NOC (no objection certificate). It is obtained from the Director-General of the fire service or the nominated authority
- A 2018 amending Act gives it three years from the date of issue. We did not find the notification that starts that Act, and a department order of 9 December 2025 calls the term “usually 3 (three) years”
Height, size and time
- Since March 2024 offices up to 15.5 metres in height and up to 500 sq m in total floor area fall outside the high-risk class and upload a yearly self certification instead. The notification speaks of “buildings or part of a building”, and we could not establish how the height limit is read for a small floor in a taller tower. Ask the fire service
- The fire service’s time limit is 15 days for KMC areas and 30 days elsewhere in the State, for a Recommendation, a Revised Recommendation or a Certificate
On your floor
- No person may tamper with, alter or remove fire safety equipment in a high-risk building. Get the landlord’s written agreement before a layout moves sprinkler heads, smoke detectors or call points
- We could not establish whether a fit-out needs a Revised Recommendation. Ask the landlord and the fire service
- Occupiers hold a mock fire drill every year. The fire rules of 2003 were not read

What should you check before appointing office interior designers in Kolkata?
Ask each of the commercial interior designers in Kolkata on your shortlist four things. IBS’s answers follow.
Who is on the floor
- IBS is a national contractor with a local presence in Kolkata, and its local teams deliver its projects in the city
- The trades are IBS’s own engineers and workmen: civil work, MEP, HVAC, fire fighting, painting and furniture
- Progress is reported to the PMC (project management consultant) against the programme, with HSE (health, safety and environment) and quality plans
- At handover come test certificates, as-built drawings and a closed snag list, with the defect liability period your contract sets
Who draws
- An in-house design team covers interiors, MEP, HVAC and fire fighting. With no architect, it designs the office and IBS builds it
- On an architect-led project IBS builds from the architect’s GFC drawings (good for construction) and does not compete for the design
- Shop drawings come before fabrication, and a mock-up is built where the contract asks for one
How the price is built
- A site survey of the floor, then a line-item BOQ (bill of quantities). IBS quotes no rate per square foot
- Materials are options priced against your budget, and you choose: plywood, MDF (medium-density fibreboard) or HDHMR (a denser, moisture-resistant board), laminate or veneer, carpet or vitrified tile
- The quotation shows the lead time of long-lead equipment against the programme
- Permits, licences and NOCs are the client’s to obtain. Liaison and application drawings are a separate, charged service

When can goods vehicles deliver in Kolkata, and what do Durga Puja and the monsoon change?
Every day
- Heavy and medium goods vehicles are restricted from 06.00 to 22.00 hours on all days throughout the city, except in the port area
- Light goods vehicles may move from 12.00 to 16.00 and from 22.00 to 06.00
- So a lorry of gypsum board, plywood, MDF, vitrified tile, glass, DB panels (distribution boards) or VRF outdoor units arrives at night. Confirm the loading bay and service lift are open then
- The notification, of 18 December 2024, is Kolkata Police’s. We read no order for the police area covering Sector V and New Town
Durga Puja, as ordered for 2026
- The notification of 30 September 2026 prohibits all goods vehicles within the city in daily blocks on the Puja days, the first from 6 am on 13 October to midnight and the last ending at 4 am on 20 October
- From 13 to 19 October light goods vehicles have an added window from 12 pm to 3 pm, and goods vehicles of up to 1,600 kg gross weight are allowed up to 3 pm. Immersion-day blocks follow, the last ending at 5 am on 25 October
- Durga Puja moves each year, so look for that year’s notification
Holiday lists
- The Finance Department’s 2026 holiday list puts Maha Astami, Maha Nabami and Dasami on 19, 20 and 21 October
- The police notification puts Astami on 18 October and Navami on 19 October, a day earlier. We did not resolve the difference
- Holiday lists bind banks and government offices. They do not close a private site
Monsoon
- IMD (the India Meteorological Department) gives Kolkata a normal onset of 11 June and a normal withdrawal of 12 October, in a 2020 press release we read in an archived copy. Its longer research report has no Kolkata row
- The items to date are outdoors: VRF outdoor units, refrigerant pipework, cable conduit and roof penetrations for ducting. In 2026 the first Puja block falls on the day after the normal withdrawal date
Power
Who supplies electricity to a Kolkata office, and how long does extra load take?
WBERC (the West Bengal Electricity Regulatory Commission) set time limits for extension of load in 2010. Four amendments, the last in 2020, leave those limits unchanged.
The licensee
- CESC Limited is, in the regulator’s words, a distribution licensee “for supply of electricity in Kolkata metro and some areas in the districts of Howrah, Hooghly, North 24 Parganas and South 24 Parganas”
- We could not verify which licensee serves Sector V or New Town. Read the name on the landlord’s electricity bill
The request
- Ask the licensee in writing for an estimate, on the form the regulations provide
- Its quotation follows an inspection, within 14 days of a complete request in an urban area for low and medium voltage supply, and within 30 days at 11 kV
The time limits
- Where the existing service can carry the load, or needs augmentation with no additional pole and no more than 100 metres of underground cable: 30 days for a consumer on an overhead line, 45 days where underground cable is augmented
- Where the distributing main is augmented or a line or cable extended: 45 to 90 days for low and medium voltage consumers, by case, and 180 days for high and extra high voltage consumers
- Each runs from receipt of the application form, completed in every respect. Where a new transformer or bay has to be commissioned in an existing substation, the limit is 90 days for a distribution substation and 150 or 270 days for the two larger classes. A new substation follows a separate regulation that we did not read
What the fit-out adds
- The load to apply for comes from the electrical design: each DB panel, its MCBs, MCCBs and RCCBs (circuit breakers), the conduit and the earthing
- HVAC plant is usually the largest item: AHUs or FCUs (air handling or fan coil units) on a building chiller, or outdoor units on a floor’s own VRF system
- Set the 14 days and the 30 or 45 days against that plant’s lead time
Signage
Does an office signboard in Kolkata have to carry Bengali?
Inside the Corporation’s limits a municipal order puts Bengali at the top of every signboard.
What the Corporation ordered
- An office order of 30 December 2024 made it “mandatory to include the Bengali Language on top of all signboards, hoardings and signage, alongside any other languages”. It lists companies and offices
- A circular of 30 August 2025 repeated that signage “must have Bengali displayed at the top in a prominent size”, by 30 September 2025
What the papers leave out
- Neither names a penalty or a section of law, and “a prominent size” is the only instruction on size
- We found nothing comparable for Sector V or New Town
On your signs
- A sign in acrylic letters on an ACP (aluminium composite panel) tray is costly to remake, so check the Bengali line on the proof, starting with the entrance fascia
- IBS’s print branding line makes reception logo walls, glass film, wall graphics, wayfinding signs and cabin name plates alongside the interior
Building status
Is the building a declared heritage building, or the floor inside a special economic zone?
Two questions for the landlord before design starts.
A declared heritage building
- The Corporation’s Act obliges the owner or occupier of a building it has declared a heritage building to maintain, preserve and conserve it
- Changes to such a building, its internal walls, floor, roof and interior included, come under the Act’s building chapters and their rules. We would not rely on the no-permit list for gypsum partitions there
- We did not read the Corporation’s heritage list, so the landlord has to confirm the status
A special economic zone
- The Government’s list of operational special economic zones (SEZs), up to 31 March 2026, has rows at Rajarhat and at Action Area-II, New Town. No IT row names Sector V
- The developer and your lease settle whether a floor is inside one. Ask before the BOQ is priced

Each number carries its firm’s name, and none is an IBS price.
