Who designs and builds office interiors in Chennai?
One contractor can design the office and build it, or it can build what your architect has drawn. IBS works either way in Chennai, through its local teams in the city. Four things are particular to a floor here: a state fire law that is being replaced, a north-east monsoon whose normal onset is 20 October, towers that may sit inside a special economic zone, and a name board that puts Tamil first.
What is the north-east monsoon?
The north-east monsoon is the rainy season that sets in over Tamil Nadu once the south-west monsoon retreats. The India Meteorological Department (IMD) at Chennai gives 20 October as its normal onset date over coastal Tamil Nadu, and 809.6 mm as Chennai district’s normal rainfall for October to December.
What is a fire licence?
A fire licence is the document that the Tamil Nadu Fire and Rescue Services Act, 2025 has the owner or occupier of a building obtain before the building is occupied. An officer authorised by the Government inspects the building and grants it. The Act takes effect on a date the Government notifies.

If you have an architect
- IBS builds the architect’s design and does not compete for it
- It prices and builds the architect’s GFC drawings (good for construction: the final set a site builds from)
- Queries go to the architect in writing and are tracked until each is answered. A saving is offered only as a priced alternate, an alternative with its cost stated
- Shop drawings (the maker’s detailed drawings of each item) are issued before fabrication, and a mock-up (a full-size sample) is built where the contract asks for one

Permission
Does an office interior need building permission in Chennai?
The Tamil Nadu Combined Development and Building Rules, 2019 list alterations for which no building permission is necessary, provided they do not otherwise breach the rules on general building requirements, structural stability and fire safety. Two fit-out items are on that list and one is absent. We read the rules as gazetted on 4 February 2019 and did not check later amendments.
On the list
- Flooring and re-flooring. On an office floor that is the screed (the levelling layer under the finish) and the carpet or vitrified tile laid on it
- The erection of a false ceiling on any floor, at the permissible clear height. In an office that is gypsum board or a metal grid
- Clear height is the room height left under the ceiling. That ceiling carries the air diffusers, sprinkler heads and smoke detectors, so its level is fixed with the MEP drawings and checked against the permissible height
Not on the list
- Partitions are not listed, whether gypsum drywall or glass
- That is all the list tells us. This page does not say a partition needs permission, and does not say it needs none
- We could not establish whether the Chennai Metropolitan Development Authority (CMDA) or the Greater Chennai Corporation has a separate procedure for interior alterations
- Ask your landlord how partitions are treated in the building before the layout is fixed
Whose permission it is
- Every licence, permit and NOC (no objection certificate) for the office is yours to obtain
- IBS can prepare the application drawings and handle the liaison, as a separately charged service
- The tower’s fit-out guide, the landlord’s rulebook for tenants’ interior work, is a separate approval, and usually sets its own working hours and a hot-work permit for welding and cutting

Fire law
Which fire law applies to an office fit-out in Chennai?
Tamil Nadu is between two fire Acts. We report what each document says and do not name the Act that governs your building today, because we could not establish it.
Two Acts
- The Tamil Nadu Fire and Rescue Services Act, 2025 was passed to repeal and re-enact the Tamil Nadu Fire Service Act, 1985
- It comes into force on a date the Government appoints by notification. We found no such notification
- A Government Order dated 10 June 2026 was still made under the 1985 Act
What the 2025 Act provides
- The owner or occupier of a building obtains a fire licence before the building is occupied
- An officer authorised by the Government inspects the building, processes the application and grants the licence
- This page gives no validity period. Read the dates on the building’s own document
On your floor
- Ask the landlord for the building’s fire licence or fire NOC, and which Act it was issued under
- A new layout re-spaces sprinkler heads under the ceiling, puts a smoke detector in each enclosed room and wires the additions back to the building’s fire alarm panel. Have it read against the fire document first
- The hose reel, the hydrant landing valve and the exit routes on your floor stay clear of partitions and joinery
- Between you and IBS, the approval is yours to obtain. IBS’s own workmen install the fire fighting work, and IBS can handle the liaison as a separately charged service

Rain
When does the monsoon reach Chennai, and what should a fit-out finish before it?
IBS’s Mumbai and Bengaluru pages take their rain dates from IMD’s station table for the south-west monsoon. That table has no row for Chennai, so this page uses IMD Chennai’s report on the north-east monsoon.
What IMD publishes
- The Tamil Nadu rows in that table, Coimbatore, Nagercoil and Tuticorin, carry an onset date and no withdrawal date. The footnote says the south-west monsoon retreats from the area and the north-east monsoon gets established
- IMD Chennai gives 20 October as the normal onset of the north-east monsoon over coastal Tamil Nadu
- Chennai district’s normal rainfall for October to December is 809.6 mm. In 2025 it received 724.8 mm, 10% below normal
What sits outdoors
- Ask which HVAC system serves your floor. Where the building runs a chiller plant, chilled water reaches an AHU (air handling unit) or FCUs (fan coil units) on the floor, and the tenant has little on the terrace
- A tenant VRF system (variable refrigerant flow: one outdoor unit serving many indoor units) puts its outdoor units outside, often on the terrace, with refrigerant pipework running back to the floor
- Roof penetrations for pipes, cables and ducting need sealing before the rain tests them
- External pipework and cable conduit (the tube that carries cable) on a terrace or a facade are open to the same weather
On the programme
- Treat 20 October as a planning date. A normal date is a long-run average, so the forecast picks the actual day
- A VRF outdoor unit is long-lead equipment, ordered well before it is needed on site. IBS shows its lead time against the programme, so you can see which side of 20 October it lands
- Work inside the floor, from gypsum partitions to carpet, does not wait for the weather
Zones
Is your Chennai floor inside a special economic zone?
An IT park can be a notified special economic zone (SEZ), and the paperwork for materials delivered to a floor inside one depends on the zone’s rules. What follows is principle only. We read the central Rules as amended up to February 2020, with one amendment of December 2023, and did not check later changes.
What the law says
- Under the Special Economic Zones Act, 2005, supplying goods from outside a zone to a unit inside it counts as export
- The Rules call the outside supplier a Domestic Tariff Area supplier. It clears those goods as in the case of a zero-rated supply, a tax treatment your tax adviser can explain
- Since December 2023, complete floors of an IT zone can be marked as non-processing area, the Rules’ term for space set apart from a zone’s processing area. Part of a floor cannot
The first question
- Ask the developer which kind of floor yours is: one marked as non-processing area, or one that is not
- The paperwork for material deliveries follows from that answer
- We did not establish which IT parks on OMR (Old Mahabalipuram Road), in Guindy or in Taramani are notified zones. The developer or your lease will tell you
What it touches on a fit-out
- A fit-out is mostly deliveries from outside the zone: gypsum board, plywood, laminate, vitrified tile, HVAC equipment, DB panels (distribution boards), cable and furniture
- Settle the documents with the developer and your tax adviser before the BOQ is priced
- State the floor’s status in your enquiry, ahead of the site survey
Power
How does a Chennai office ask for more electrical load?
A server room or extra HVAC equipment can push a floor beyond its sanctioned demand, the load the distribution company has agreed to supply. Asking for more is called additional demand, and the request is yours to make.
The name on the paperwork
- In its Grid Code of 11 March 2026, the Tamil Nadu Electricity Regulatory Commission (TNERC) uses the name Tamil Nadu Power Distribution Corporation Limited (TNPDCL) for the state’s distribution company
- We did not find the document that set the name, so this page does not say when it came into use
- Your latest electricity bill shows the name your connection stands in
Asking for more
- Tamil Nadu’s Electricity Distribution Code says the application form for a new service connection is also the form for additional demand
- We read the Code as consolidated up to 31 March 2024
- In a multi-tenant tower, ask the landlord what demand is sanctioned for your floor before the design adds to it
Sizing the request
- Connected load is the total of everything wired to the floor’s DB panel: lighting, sockets, HVAC units, pantry equipment and the server room
- It comes out of the electrical part of the MEP design, with the cable sizes, the MCB and RCCB ratings (the breakers that guard each circuit against overload and against leakage), the conduit routes and the earthing layout
- Where IBS designs the office, its in-house design team produces that design. Where an architect leads, it comes with the architect’s GFC drawings
Name board
Does an office name board in Chennai have to be in Tamil?
Tamil Nadu’s shops and establishments rules set the order of languages on a name board. The copy we read gives no measurements. Its amendment notes run to 4 January 2007, and we did not check for later orders.
What the rule says
- The name board of every establishment is in Tamil
- Where other languages are used as well, English comes second and any other language follows
- The Tamil version is written predominantly, by giving it more space than the other languages
On the proof
- Check the proof (the artwork sent for your approval) of the name board against the rule: Tamil first, English second, more space for Tamil
- IBS’s print branding line makes reception logo walls, glass film, wall graphics, wayfinding (directional signs) and cabin name plates, in the same programme as the interior

What is in IBS’s quotation for a Chennai office, and what do you receive at handover?
IBS publishes no rate per square foot. The price comes from a survey of your floor and a BOQ priced line by line against the drawings.

At handover
- Test certificates, as-built drawings and a closed snag list (the defects listed at the final inspection)
- Twelve months on installation, with the manufacturer’s warranty passed through to you
- The defect liability period your contract sets, the time after handover in which defects are put right
- During the job, progress is reported to the PMC (project management consultant) against the programme, with HSE (health, safety and environment) and quality plans

What do the published figures say about Chennai’s office market?
JLL counts the space leased and Cushman & Wakefield estimates what a fit-out costs. Both describe the market as a whole. IBS publishes no rate and quotes each floor after a site survey.
