Office Interior Design and Build
in Ahmedabad
IBS designs and builds office interiors in Ahmedabad through its local teams in the city. Its in-house design team draws the interior and the services, and IBS’s own engineers and workmen build them: civil work, MEP (mechanical, electrical and plumbing), HVAC (heating, ventilation and air conditioning), fire fighting, painting and furniture. Which rules do office interior designers in Ahmedabad have to design around?
Three. A building’s fire safety certificate lasts three years and is then renewed every two by a private Fire Safety Officer whom the owner and occupier appoint. GIFT City has its own interior guidelines, power licensee and district cooling. By a police order we read in Gujarati, goods vehicles above 7,500 kg may not enter the city between 08.00 and 23.00. IBS designs and builds Ahmedabad offices through its local teams.
What is a Fire Safety Officer?
A Fire Safety Officer is a person, or an association of persons, whom a building’s owners and occupiers appoint under Gujarat’s fire law to renew its fire safety certificate, the paper a landlord may call the fire NOC (no objection certificate). In the Act’s words the officer “shall not be considered as public servant”.
What is GIFT City?
GIFT City is the Gujarat International Finance Tec-City at Gandhinagar, established as India’s first International Financial Services Centre (IFSC) under the SEZ (special economic zone) Act (PIB, November 2025). It has its own electricity licensee and a district cooling system that sends chilled water to its buildings.
Fire certificate
Who issues a fire safety certificate in Ahmedabad, and who renews it?
Two different people. Under Gujarat’s fire Act of 2013 a public officer issues the first certificate. Since a 2021 amendment, a private one issues each renewal.
The first certificate
- The Chief Fire Officer or a nominated officer issues it. The state portal lists one for the Ahmedabad Municipal Corporation (AMC)
- An application is decided within 21 days, on the state portal
- It is valid for three years unless cancelled, and the Rules let the fire officer shorten that
Every renewal
- A Fire Safety Officer issues it, defined as “a person or an association of persons” appointed by the building’s owners and occupiers
- They appoint from the list “enrolled by the Director”, at least two months before expiry
- Each renewal is valid for two years
The independence rule
- The officer “shall not have been involved in installation of fire protection and life safety measures in the same building/ premise”
- On our reading, whoever installed a building’s fire systems cannot renew its certificate
- Before a sprinkler pipe or smoke detector on your floor is altered, ask the landlord who the building’s Fire Safety Officer is and when renewal falls due
Between renewals
- The officer’s duties include a “bi-annual declaration” and “bi-annual emergency mock drills”
- The officer rejects a renewal where the rules or the certificate’s terms have not been complied with, or where the use of the building, or of part of it, has changed
- Business buildings of 30 metres and above also keep a Fire Safety Executive on the premises

Fire law
Whose duty is fire safety in an Ahmedabad office building, the owner’s or the tenant’s?
The owner’s first, on the Act’s wording. One point about tenants we could not settle.
What the law says
- The owner provides the fire prevention and life safety measures, “or where the owner is not traceable, the occupier”
- The owner or the occupier keeps them “in operational condition at all times”
- Under the Rules, in a building with more than one occupier, the occupiers’ association or society maintains them
Which buildings hold a certificate
- Every high-rise building of 15 metres and above
- Business buildings with more than 500 square metres on any one or more floors
- Since 2021 the Act bars a Building Use Certificate without a fire safety certificate
Where a fit-out meets it
- With the certificate application, the owner or occupier self-certifies “doing no alteration of any part of the building without approval of the competent authority”
- A new layout moves sprinkler heads, smoke detectors and call points, rewires the fire alarm panel and can hide a hose reel or a wet riser landing valve. Show it to the landlord before the GFC drawings (good for construction) are issued
What we could not establish
- Whether a single-floor tenant carries the duty when the owner is traceable. The Act defines “occupier” through a planning Act we did not open
- Whether a fit-out needs a fresh approval of the building’s fire safety plan. We found no provision
- Have the lease say who maintains the sprinklers and smoke detectors inside your floor

Who will be on our floor when IBS fits out an Ahmedabad office?

GIFT City
What changes when the office is in GIFT City?
The power company, the cooling and the paperwork. GIFTCL (Gujarat International Finance Tec-City Company Limited) publishes interior guidelines. We read the copy revised to December 2023, nothing later, and not GIFT’s own development control regulations.
Power and cooling
- GIFT Power Company Limited distributes the electricity, under a licence of 6 March 2013 that covers both the SEZ and the Domestic Tariff Area
- Cooling comes from the district cooling system. The fan coil units (FCUs) and air handling units (AHUs) on your floor are selected to match it
- Services you add, HVAC and fire alarm among them, “must be integrated with the building’s Integrated Building Management System (IBMS)”
Before work starts
- GIFTCL issues an “intimation for commencement for interior works” if it finds the submission satisfactory
- The documents include an NOC “issued by the developer or the society” and a “Copy of valid Fire NOC of the building”
- Work that changes room dimensions or exits needs development permission from GIFT’s Urban Development Authority
- Ask the developer whether the tower is in the SEZ or the Domestic Tariff Area, before the first purchase order
On site, and before you occupy
- “Construction of permanent interior components like internal walls, partition walls etc are not permissible”. Ask GIFTCL which partition systems it accepts, gypsum drywall or glass, before cabins are drawn
- “LPG cylinders shall not be permitted inside the campus.” LPG is liquefied petroleum gas
- Solvent, paints and thinner on the premises may not exceed 40 litres at any given time. Plan paint, veneer polish and thinner in small lots
- The applicant submits a fire audit report to GIFTCL and intimates GIFTCL before occupying the premises
Deliveries
When can goods vehicles bring fit-out material into Ahmedabad?
At night, for the heavier ones. An order of the Police Commissioner of Ahmedabad City dated 2 March 2022 sets the hours until a further order. It is a Gujarati scan, and this is our reading.
The standing order
- Goods vehicles of up to 7,500 kg gross vehicle weight may enter the city
- Every other goods vehicle is prohibited between 08.00 and 23.00. That leaves nine hours, 23.00 to 08.00
- A police order of 18 September 2025 recites it as in force. We could not confirm any change since
Two ways round it
- Heavy and medium goods vehicles may run from 13.00 to 16.00 on three named Sardar Patel Ring Road routes only
- Private works that need a prohibited vehicle can get a route and time from the Joint or Additional Commissioner of Police for traffic, by separate permission
During Navratri
- On our reading of a second Gujarati order, those vehicles were barred from 08.00 to 24.00 and 00.00 to 02.00 between 22 September and 2 October 2025. That left six hours, 02.00 to 08.00
- No heavy-vehicle order for Navratri 2026 was on the police website on 9 October 2026. Check for the year’s order before booking a festival-week delivery
On the programme
- Ask the transporter for the gross weight of the vehicle behind each load: gypsum board, glass, plywood, vitrified tile, AHUs and other HVAC equipment, and DB panels (distribution boards)
- Ask the landlord whether the loading bay and service lift work between 23.00 and 08.00
Power
Who supplies electricity to an Ahmedabad office, and how long does more load take?
Torrent Power, under rules set by the Gujarat Electricity Regulatory Commission (GERC).
The licensee and the load
- Torrent Power Limited distributes electricity “in the cities of Ahmedabad, Gandhinagar and Surat”
- Where its area ends we did not establish, so read the licensee’s name from the landlord’s bill
- Cooling usually adds the most: a tenant VRF (variable refrigerant flow) system, or AHUs and FCUs fed by the building’s chiller plant
The application
- More load is applied for as load enhancement, in the Supply Code’s format
- It is not accepted while the consumer “is in arrears of payment of the licensee’s dues”, unless a court, the Commission or an authority it appoints has stayed that payment
- Where the load is feasible, the consumer pays “within 30 working days of receipt of the demand note” and signs a supplementary agreement
- If no decision comes in time, the applicant gives written notice. After a further 15 days the enhancement is deemed granted
The clock
- The licensee raises the demand note within 7 days of following the Supply Code’s process for the application
- After full payment and the applicant’s test report, supply from the existing network follows within 7 days in urban areas
- A new distribution transformer takes up to 30 days, and a new HT (high tension) line up to 90
- The consolidated Supply Code still prints two older time-limit tables that a 2023 amendment deleted
The voltage step
- Supply at 400 volts runs up to 100 kVA/kW (kilovolt-amperes or kilowatts) of contracted demand, or 150 kVA/kW if the consumer opts for it. Above that it is 11 or 22 kilovolts
- IBS’s design team calculates the connected load. Ask for it per DB panel, and which side of the step the floor falls
- Supply waits on the test report, so the new circuits are finished first: conduit, MCBs and MCCBs (circuit breakers) and earthing
Routes
Among office interior designers in Ahmedabad, will IBS design our floor or build our architect’s drawings?
Either. Say which in your enquiry, so the site survey is made against the right drawings.
With no architect
- IBS’s in-house team designs the interior and its MEP services, and IBS builds that design under one contract
- Design is a separate line in the BOQ (bill of quantities)
Where an architect has drawn it
- IBS builds from the architect’s GFC drawings and does not compete for the design
- Site questions go to the architect in writing. A saving is offered only as a priced alternate
- Shop drawings come before fabrication, and a mock-up where the contract calls for one
Price and handover
- A site survey first, then the line-item BOQ. IBS quotes no rate per square foot
- The quotation states the programme and shows each long lead time against it
- At handover you receive test certificates, as-built drawings and a closed snag list. The defect liability period is the one in your contract
Permissions
Do internal partitions need development permission in Ahmedabad?
Outside GIFT City, the state regulations we read exempt them, on conditions.
Internal partitions
- Gujarat’s general development control regulations of 2017 list works for which “No Development Permission shall be required”. Item 11 is “Internal partitions within the Building”, which in an office means gypsum drywall and glass
- The work must be as per the regulations, and safety must not be compromised during construction or otherwise. A third condition applies where construction falls under a road line
- Heritage-listed buildings are excepted
- Our copy is modified up to October 2019. Variations of May 2021 and September 2022 were not confirmed
What stays yours
- Every licence, permit and NOC is the client’s to obtain. IBS can prepare application drawings and handle liaison as a separately charged service
- The landlord’s fit-out approval is separate, and may add a work permit for welding or cutting
- On the name board, state Rules of 2020 say it “shall be preferably in Gujarati language”. Have a Gujarati reader check the proof
Weather
When is the monsoon in Ahmedabad, and is there a heat rule for sites?
IMD (the India Meteorological Department) prints two pairs of normal monsoon dates for the city. We found no heat rule for sites.
Monsoon
- IMD’s research report of 2020 gives a normal onset of 26 June and a normal withdrawal of 28 September, 94 days apart
- Its press release on the same revision prints 21 June and 30 September
- Plan terrace VRF units, refrigerant pipe runs and other outdoor HVAC work to the wider pair
Heat
- An AMC Health Department press note of 21 May 2026 carried a seven-day IMD forecast peaking at 44 °C
- In our translation from Gujarati, it advises citizens to avoid going out between 12 noon and 4 pm if possible
- It sets no working hours for sites or outdoor workers. Ask where terrace work on VRF outdoor units falls in those hours
Market data
What do published figures say about Ahmedabad offices and fit-out cost?
Two firms publish city figures, for different stock under different submarket names. None is an IBS price.
Grade A stock (Cushman & Wakefield, Q3 2026)
- 33.5 million sq ft, of which 31.33% is vacant, at ₹51.6 per sq ft per month
- Its SBD submarket, which takes in SG Highway, Thaltej and Prahladnagar, is 28.15% vacant at ₹49.1
- GIFT City holds 4.9 million sq ft, 26.52% vacant, at ₹65.0, with a further 3.65 million sq ft planned or under construction
All grades (Knight Frank, first half of 2026)
- 43.8 million sq ft, of which 37.1% is vacant. That covers every grade, so it cannot be set against the 31.33%
- Knight Frank files SG Highway under “CBD West” and GIFT City under “PBD”, so the two firms’ labels cannot be mixed
Fit-out cost (Cushman & Wakefield, March 2026)
- ₹5,847 per sq ft “for a collaborative hybrid workplace environment”, a figure the guide also gives Chennai, Hyderabad, Kolkata and Pune
- As arithmetic on that figure, 8,000 sq ft comes to about ₹4.68 Crore
- GIFT City’s rent is ₹15.9 above the SBD’s, about ₹1.27 Lakh a month on 8,000 sq ft
- Your own figure moves with the MEP and HVAC scope and with finishes such as laminate against veneer. IBS prices it as a BOQ after a site survey

Send the building, the carpet area, your headcount and your move-in date. Add the expiry date of the building’s fire NOC and the name on the electricity bill if the landlord will share them. IBS carries out a site survey, then prices a line-item BOQ.
