Who designs and builds office interiors in Noida, and whose approvals does the floor need?
IBS designs and builds office interiors in Noida through its local teams, or builds the design your architect has drawn. Three sets of rules meet on a Noida floor. Uttar Pradesh’s fire law holds the owner or occupier responsible for fire safety measures. The Noida Authority’s 2010 regulations spare certified internal alterations a building permit application. Extra electrical load is applied for under the state’s supply code.
What is a Fire Safety Certificate?
A Fire Safety Certificate is the document that Uttar Pradesh’s fire Act of 2022 requires the buildings on its list to obtain from the state’s Fire and Emergency Services. Business buildings are named in that list. Under the 2024 Rules a fire officer of at least Chief Fire Officer rank issues it. You may hear it called a fire NOC (no objection certificate).
What is load enhancement?
Load enhancement is an increase in a connection’s sanctioned load, the electrical load the licensee (the company licensed to supply electricity) has agreed to supply. Uttar Pradesh’s Electricity Supply Code, 2005 sets out how to apply. A fit-out needs it when new HVAC plant, a server room or a pantry draws more than the floor was sanctioned for.
What are first fix and second fix?
First fix is the MEP work that goes in before the ceiling and walls close: conduit, cable trays, HVAC ducting, refrigerant pipework and sprinkler pipes. Second fix follows the finishes: DB panels (distribution boards), MCBs (miniature circuit breakers), earthing connections, diffusers, smoke detectors and light fittings. In Noida the papers that go with a request for more load describe finished, tested work.

Noida or Greater Noida: what does the address change for an office fit-out?
Both sit in Gautam Budh Nagar district. The documents we read separate them most clearly on electricity, so start with the name on the landlord’s electricity bill.
A floor in Noida
- The licensed area of PVVNL (Paschimanchal Vidyut Vitran Nigam Limited) includes Gautam Budh Nagar “excluding Greater Noida area”
- No document we read names individual sectors. That Sector 62 or Sectors 125 to 142 fall to PVVNL is our reading of that licence area
- The building regulations we read are the Noida Authority’s, written for the New Okhla Industrial Development Area
A floor in Greater Noida
- Noida Power Company Limited (NPCL) has held a licence to distribute and retail electricity in Greater Noida since 30 August 1993
- PVVNL holds a second licence for the entire Greater Noida area, and it is not an exclusive one
- The term of NPCL’s licence is disputed and is before the Supreme Court. We do not predict the outcome
- We read no building regulations for Greater Noida

Fire law
What does Uttar Pradesh’s fire law ask of an office building in Noida?
The law is the Uttar Pradesh Fire and Emergency Services Act, 2022, which repealed the state’s Fire Prevention and Fire Safety Act of 2005. Its Rules were notified in January 2024.
Who is responsible
- The owner or the occupier of a building provides its fire prevention and life safety measures, and the Act describes them as responsible “either individually or jointly”
- Check your lease for how the two of you divide that work, and ask where it is silent
- A new layout touches several of those measures: sprinkler heads, smoke detectors, manual call points, the fire alarm panel wiring and the path to each hose reel
The certificate
- Business buildings are named among the special buildings that obtain a Fire Safety Certificate from Fire and Emergency Services
- A fire officer of at least Chief Fire Officer rank issues it
- It is valid for 3 years on non-residential buildings, with exceptions such as hotels and hospitals, and the State may vary the term
- You may hear it called the building’s fire NOC. Ask the landlord for a copy before design starts
The dates to diarise
- An upkeep certificate is due twice a year, in the months of January and July
- Renewal of the Fire Safety Certificate is applied for online, one month before it expires
- Mark January, July and the renewal month on the fit-out programme, beside the dates your sprinkler and smoke detector work is tested
What we could not confirm
- The Gazette notification that brings the 2022 Act into force in Gautam Budh Nagar. We did not find it, so this page gives no commencement date
- Whether a tenant’s fit-out needs a fresh or an amended certificate. We found no provision either way
- Later changes to the Act. We read it as enacted, India Code’s consolidated copy would not open, and one schedule of the 2024 Rules went unread

Building permit
Does an office interior need a building permit from the Noida Authority?
The Noida Authority’s Building Regulations of 2010 answer this for internal work, with conditions. We read the 2010 text and not the three later amendments, which exist as scanned files.
What the 2010 text exempts
- No application for a building permit is necessary for internal additions and alterations within the building envelope, the outer shell of the building
- The work has to be certified and supervised by a technical person, which the regulations define as an architect, civil engineer or town planner recognised by the Authority
- Whitewashing and painting, plastering, patch work and flooring are on the same no-application list
- Most of an office interior is work of that kind: gypsum partitions and false ceilings, floor screed under carpet or vitrified tile, joinery in plywood or MDF with a laminate or veneer face, and MEP services inside your own area
- Whether every item on your drawings counts as internal is for the certifying person to say, in writing
The conditions attached
- The exemption holds only while the work does not violate requirements the regulation lists. Two of them are structural stability and the fire safety requirements of the National Building Code
- A slab core for HVAC pipework or a cut in a structural wall is a structural question for the building owner’s consultant, to settle before the GFC drawings (good for construction) are issued
- Escape routes, sprinkler coverage and smoke detector positions in the new layout are fire safety questions. Have the fire fighting design checked before the ceiling closes
What stays open, and what stays yours
- The three amendments may have changed the exemption. Confirm the current text with the Authority or your landlord
- The landlord’s fit-out approval is separate. A tower can ask for drawings, a deposit, fixed working hours and a hot-work permit for welding, whatever the regulations exempt
- Every licence, permit and NOC is yours to obtain. IBS can prepare the application drawings and handle the liaison, as a separately charged service

Power
How do you get more electrical load for an office in Noida?
Uttar Pradesh’s Electricity Supply Code, 2005 sets the procedure, which we read in the text revised up to the third amendment. Find out first whose name the connection is in. In a multi-tenant tower it may be the landlord’s.
What creates the extra load
- HVAC plant is often the largest addition: VRF (variable refrigerant flow) outdoor units, AHUs (air handling units) and FCUs (fan coil units)
- A floor cooled from the building’s chiller plant (its central cooling) adds less of its own than a floor on a tenant VRF system
- A server room and a pantry add more. The connected load, the total wired to a panel, comes out of the electrical design, so ask for it per DB panel
The application
- An application for enhancement of load is filed in duplicate with the licensee’s sub divisional officer for the area, on the form the Code prescribes
- With it go a work completion certificate and a test report from a licensed electrical contractor
- Both describe finished, tested work: conduit and cable in place, MCBs and MCCBs (circuit breakers) fitted, and earthing measured. As we read it, the application follows second fix of the new load
The clock
- Sanction within 7 days where the metering and related apparatus need no change
- Sanction within 30 days where they do
- A fresh agreement follows, for a minimum of two years
- Put the sanction on the programme beside the lead time of the VRF units and AHUs
What we did not read
- Amendments 4 to 12 to the Code were checked, and none mentions the load enhancement clause
- The 13th Amendment, of 2019, deals with single-point and multi-point connections in multi-storey buildings. It is a scanned file we did not read, so ask the licensee how it applies to your tower
- NPCL’s own procedure for Greater Noida. Its website would not load, so ask NPCL for the current form

Under an architect

- Where IBS sees a saving, it is offered as a priced alternate, an option with its own price, and in no other form
- Shop drawings (the fabricator’s detailed drawings) are submitted before fabrication, and a mock-up (a sample built for approval) is made where the contract asks for one
In the quotation
- A site survey of your floor comes before any price
- The price is a line-item BOQ against the drawings. IBS quotes no rate per square foot
- The programme is stated, with the lead time of long-lead equipment shown against it
- Materials are your choice, from options priced against your budget: laminate or veneer on joinery, carpet or vitrified tile underfoot

Calendar
Do the capital region’s air-quality curbs apply to a Noida site, and when does the monsoon arrive?
The curbs do, because Noida’s district is in the National Capital Region. For the monsoon, IMD’s table of normal dates has no Noida row.
Air-quality curbs (GRAP)
- GRAP is the Graded Response Action Plan that the Commission for Air Quality Management (CAQM) issues for the NCR. The NCR Planning Board lists Gautam Budh Nagar among the region’s constituent areas
- Stage III is tied to an air quality index (AQI) of 401 to 450 in Delhi, and its restrictions on listed dusty construction and demolition activities apply “in the entire NCR”. Less dusty work off that list may continue. We did not check which stage is in force today
- IBS’s Delhi office page sets out the fit-out trades the schedule names. Its goods-vehicle rules govern entry into Delhi, and we read no vehicle rule for Noida
Monsoon
- IMD (the India Meteorological Department) publishes normal monsoon dates station by station, and its table has no row for Noida
- The nearest listed station is Delhi: normal onset 27 June, normal withdrawal 25 September
- Work inside a closed floor carries on through the rain. Terrace HVAC units, refrigerant pipe runs and roof penetrations are the items to place against those dates

What do published figures say about office space and fit-out cost in Noida?
One report splits Noida out of the region: Cushman & Wakefield’s Delhi NCR office MarketBeat for the third quarter of 2026, a Grade A series for a single quarter. The other two do not. All of it is market data, and IBS quotes no rate per square foot.
Noida in one quarter (Cushman & Wakefield, Q3 2026)
- Delhi NCR leased 3.8 million sq ft of office space in the quarter, and Noida accounted for 27% of it, behind Gurugram at 63%
- On those rounded figures Noida’s part is about 1 million sq ft. That is our arithmetic: 3.8 × 0.27 = 1.03
- Noida Expressway was the region’s most active sub-market, with 20% of the leasing
- The report’s Noida row shows a vacancy of 19.8% and a weighted average rent of ₹62 per sq ft per month. Its Noida excludes Greater Noida
Leasing (JLL, January 2026)
- Delhi NCR recorded 17.4 million sq ft of gross office leasing in 2025
- The 2024 figure was 17.7 million sq ft, and JLL prints the change as -1.6%
- The row is for Delhi NCR as a whole
