At least four bodies run fire offices here under one state Act: the Pune Municipal Corporation, Pimpri Chinchwad, the state’s industrial development corporation (MIDC) at Hinjawadi and the metropolitan region authority (PMRDA) around it. The partition rule changes with them.
What is a Special Planning Authority?
A Special Planning Authority is a body that Maharashtra’s town planning Act of 1966 puts in charge of planning a notified area. The Maharashtra Industrial Development Corporation (MIDC) is one for the industrial areas notified to it, and the state’s fire Act counts it as a planning authority.
What is a Final Fire Safety Approval?
A Final Fire Safety Approval is one of three approvals in Maharashtra’s fire Act, beside the Provisional approval and the Renewal. PMRDA’s website calls its version the Final Fire NOC (no objection certificate). It names the office that issued it, so ask your landlord for a copy.
Whose map
Which fire office does an office building in Pune answer to?
Maharashtra’s fire Act sends the owner to the Chief Fire Officer of the local or planning authority concerned, or to the state’s Director where there is none. Around Pune’s office districts we read four such bodies. Sources spell one place Hinjawadi, Hinjewadi and Hinjavadi.
Pune Municipal Corporation (PMC)
- PMC has its own Fire Brigade, headed by a Chief Fire Officer
- Its ward list names Kharadi, Viman Nagar, Yerawada, Baner, Hadapsar and Shivajinagar
Pimpri Chinchwad Municipal Corporation (PCMC)
- PCMC runs a separate fire department, with sub-stations listed at Bhosari, Pradhikaran, Rahatani, Talwade and Chikhli
- Its page, which we read in Marathi, gives payment details for a fire NOC (no objection certificate)
- We could not place Balewadi, Magarpatta, Wakad, Tathawade or Pimple Saudagar under either corporation, so we assign them to no one
MIDC, inside the Rajiv Gandhi Infotech Park
- MIDC’s Fire Department handles the fire NOC at building plan approval and the Final Fire Approval before occupancy
- Its station list of September 2021 prints two stations for the park at Hinjawadi, in Phase I and Phase III
PMRDA, around the park
- The Pune Metropolitan Region Development Authority (PMRDA) says it is the Special Planning Authority for 697 villages. Its Mulshi taluka list prints Hinjavadi, Man and Marunji
- It has fire stations at Nanded City, Marunji and Wagholi, and grants the Final Fire NOC in its area
- On our reading, which is no quoted rule, an MIDC plot in the park answers to MIDC’s fire office, and land in those villages outside MIDC’s notified area answers to PMRDA
- We saw no plot-level boundary. The building’s Final Fire Approval names the office that issued it

Fire law
What does Maharashtra’s fire Act ask of the landlord and the tenant of a Pune office?
The Act of 2006 covers the whole state, and we read it as on 7 July 2025.
Approvals, measures and alterations
- The owner obtains the Provisional and Final Fire Safety Approvals and each Renewal. The occupier does so only “where the owner is not traceable”
- Providing the measures the approval recommends falls on the “owner or occupier”, and a tenant who pays rent is an occupier
- On an office floor those measures usually include sprinkler heads, smoke detectors, call points, the fire alarm panel, a hose reel and the hydrant landing valve on the wet riser
- No person may “tamper with, alter, remove or cause any injury or damage to” installed fire equipment. As we read that, moving a sprinkler head or a smoke detector is agreed with the owner before the ceiling is opened
January, July and towers over 30 metres
- Twice a year, “in the months of January and July”, the owner or occupier furnishes a certificate that the measures are “in good repair and efficient condition”
- A building over 30 metres in business use carries extra duties: a fire officer or fire supervisor, and a fire and life safety audit “once in every two years”, owed by the owner or, where the owner is not traceable, the occupier

Partitions
Do office partitions and cabins need development permission in Pune?
One state Act sets the principle. Which regulation applies it depends, again, on whose land the building stands on.
The Act and the unified regulations
- Maharashtra’s town planning Act of 1966 asks no permission for works that “affect only the interior of the building”, except in a heritage building or precinct
- The state’s unified regulations, read as updated to 30 January 2025, need no permission for “internal lightweight partitions / cabins in the commercial building / establishment”, given a “certificate of structural stability from the Licensed Structural Engineer”
- They cover every planning authority and regional plan area except those they name. MIDC is named
On MIDC land and in PMRDA’s villages
- MIDC’s own regulations of 5 July 2023 carry the same exemption, on the same certificate, for an “industrial or commercial building”
- PMRDA says it applies its own regulations of 2018, which we did not read
What the exemption leaves out
- The unified regulations still count “cutting into or removal of any wall, partition, column, beam, joist, floor, roof or other support” as alteration. As we read it, a slab core for HVAC or refrigerant pipework is that kind of work
- Lighter work is the bulk of an office interior: gypsum partitions and ceilings, floor screed, vitrified tile, and joinery in plywood, MDF or HDHMR (a dense, moisture-resistant board) faced in laminate or veneer
- Every licence, permit, NOC and permission is yours to obtain, the landlord’s fit-out approval and hot-work permit included. IBS can prepare application drawings and handle liaison as a separately charged service

Power
Who supplies electricity to a Pune office, and how fast must extra load be released?
MSEDCL (Maharashtra State Electricity Distribution Company Limited, or Mahavitaran) is the licensee the documents point to. An amendment of 5 July 2024 cut the time limits in the state’s supply code.
The licensee, and a proposed second one
- The regulator’s tariff order of 28 March 2025 lists a “Pune zone” among MSEDCL’s zones. No document we read places Pune inside its licence area in so many words, so check the name on the bill
- On 23 June 2025 the Maharashtra Electricity Regulatory Commission (MERC) gave notice that it “proposes to grant the licence” to Torrent Power for “Pune Municipal Corporation (PMC), Pimpri Chinchwad Municipal Corporation (PCMC), and Other areas”
- An e-hearing was fixed for 22 July 2025. We did not find the outcome and do not predict it
Applying
- On the consumer’s application the licensee “shall revise (increase or decrease)” the contract demand or sanctioned load, and may recover the cost of any works at the approved Schedule of Charges
- IBS’s design team calculates the connected load: VRF (variable refrigerant flow) units or chiller-fed AHUs and FCUs (air handling and fan coil units), lighting to a lux level (brightness), and each DB panel (distribution board) with its conduit, earthing, and MCBs and MCCBs (circuit breakers)
The time limits
- The licensee is to “release new connections or modify an existing connection” within set limits, counted from an application “complete in all respects” and “subject to the statutory provisions and permissions”
- On those terms, supply from the existing network with no augmentation has 3 days in a Metropolitan Area, 7 days in other municipal areas and 15 days in a rural area
- On the same terms the limit is 90 days where mains must be augmented or extended, or a new sub-station commissioned
Two points left open
- The amendment does not say whether added load on a running connection counts as a request to “modify an existing connection”
- A Metropolitan Area is one the Governor notifies. We did not open a notification for Pune, so we cannot say whether 3 days or 7 applies
- Ask MSEDCL in writing, and set its answer on the programme beside the lead time of the VRF units and AHUs
SEZ floors
Is your floor in a Pune IT park inside a special economic zone?
A special economic zone (SEZ) is an area notified under India’s SEZ law where approved units work under separate customs rules. Since December 2023 a complete floor of an IT zone can be marked as non-processing area, outside the regime for zone units.
Pune’s rows in the Government’s list
- The list of operational SEZs up to 31 March 2026 has 36 Maharashtra rows. By our count, 17 name Pune district or a Pune locality
- IT rows include EON Kharadi Infrastructure, WIPRO at Hinjawadi, Embassy Pune TechZone in Phase II of the Rajiv Gandhi Infotech Park and MIDC’s own zone in Phase III
Whole floors, processing or not
- A rule of 6 December 2023 lets the Board of Approval mark part of an IT zone’s built-up area as non-processing area, which “shall consist of complete floor”
- Businesses there “shall not avail any rights or facilities available to Special Economic Zone Units”
- For a unit in the processing area, goods from outside the zone are cleared as a zero-rated supply and the Authorized Officer examines them at the gate. We read that rule in a copy amended up to February 2020
- So ask the landlord in writing which kind of floor yours is before gypsum board, plywood, laminate, vitrified tile, ducting or HVAC equipment is ordered. This is principle and no tax advice
Delivery
Among office interior designers in Pune, what does IBS draw and who builds it?

- An in-house team covers every discipline: interiors, MEP (electrical, HVAC and plumbing) and fire fighting

What do the monsoon, Ganeshotsav and the Marathi name-board rule change for a Pune fit-out?
Two of these belong on the programme. The third belongs on the signage proof.
Monsoon
- IMD (the India Meteorological Department) gives Pune a normal onset of 10 June and a normal withdrawal of 9 October in its 2020 research report
- Its press release of the same year prints 11 October. We use the report’s table
- Set the outdoor work against those dates: HVAC outdoor units, refrigerant pipe runs, external ducting and roof penetrations
Ganeshotsav 2026
- A police press note of 9 September 2026 banned heavy vehicles around the clock from 12 to 26 September on 12 named roads, Laxmi Road, Karve Road and Fergusson College Road among them. That is our reading of a Marathi scan, and the order has lapsed
- We found no standing hourly restriction on goods vehicles at source, so this page states none. Read the year’s order before booking September deliveries
Name board
- Maharashtra’s shops and establishments Act, read as on 31 December 2025, puts the name board of every establishment in Marathi, in Devanagari script, whatever the head count
- Another language may be added. The Marathi comes first, in letters no smaller
- A contravention of the Act carries a penalty of up to ₹1 Lakh, with the total capped at ₹2,000 per worker employed
- IBS’s print branding line makes the board and the wayfinding signs. Check the proof before the acrylic letters or the ACP (aluminium composite panel) tray are made

Where is office space being taken in Pune, and what does a fit-out cost?
Published market data from Cushman & Wakefield’s Pune office report and its fit-out cost guide. IBS publishes no rate per square foot, and prices each floor from a site survey and a BOQ.
Stock, vacancy and leasing (Cushman & Wakefield, Q3 2026)
- Grade A stock of 91.5 million sq ft in five submarkets, at 13.88% vacancy overall
- The submarket it calls SBD East, with Kharadi, Viman Nagar and Hadapsar, holds 50.9 million sq ft at 15.7%. SBD West, with Baner and Aundh, holds 11.6 million at 3.9%, the lowest of the five
- PBD West holds 18.9 million at 10.3%. Its key puts Hinjewadi beside Pimpri, Chinchwad and Bhosari. A market report can group them. The fire offices above do not
- Gross leasing in the quarter was 1.99 million sq ft, about 71% of it in SBD East
