IBS designs and builds office interiors in Hyderabad, where its local teams deliver the work. Who designs an office interior in Hyderabad, and who builds it?
One firm can do both under one contract, or your architect designs and a contractor builds. IBS works either way in Hyderabad through its local teams. Whichever route you take, three Telangana rules shape the job. The fire safety duty falls on the owner or the occupier, or both, and a rent-paying tenant is an occupier. Extra power is requisitioned from TGSPDCL, the city’s licensee. The name board carries Telugu above any other language.
Who is an occupier under Telangana’s fire law?
The occupier is the party the Telangana Fire Service Act, 1999 can hold to its fire safety duty, alone or together with the owner. The term includes any person who pays rent to the owner, or is liable to pay it. A company that leases an office floor is therefore an occupier of that floor.
What is a fire NOC?
A fire NOC is a no objection certificate issued for a building by the fire service. In Telangana the Director General of Fire Services, or an officer he authorises, issues it for a commercial building more than 15 metres high. It holds only for the occupancy class, the occupant load (the number of people) and the building particulars in the application.

In Hyderabad

Design
- IBS’s in-house design team covers every discipline: interiors, electrical, HVAC, plumbing and fire fighting
- Where you have no architect, IBS designs the office and builds it under one contract, with design quoted as its own line
- Materials are your choice. IBS prices options against your budget, such as joinery in plywood, MDF or HDHMR (a high-density, moisture-resistant board) with a laminate or veneer face
- Shop drawings (the maker’s detailed drawings of each item) are approved before fabrication, and a mock-up is built where the contract asks for one
Price and programme
- A site survey of the floor comes before the quotation
- The quotation is a line-item BOQ (bill of quantities) priced against the drawings. IBS quotes no rate per square foot
- The programme is stated in the quotation, and long-lead equipment has its lead time shown against it
- Where a PMC (project management consultant) runs the project, progress is reported to it against the programme, with HSE (health, safety and environment) and quality plans
Handover
- Test certificates, and as-built drawings corrected to show what was installed
- A closed snag list, the list of defects put right before you accept the floor
- Twelve months’ warranty on installation, with each manufacturer’s warranty passed through to you
- The defect liability period your contract sets

Fire safety
What does Telangana’s fire law ask of a tenant fitting out an office?
The Telangana Fire Service Act, 1999 applies in Hyderabad. Its duty reaches tenants as well as landlords, and its certificate is tied to the occupancy and the number of people the building was applied for.
Who carries the duty
- Fire safety measures are to be provided by the owner or the occupier, or both, of a building or of part of one, and kept in good repair and efficient condition at all times
- An occupier includes anyone who pays rent to the owner or is liable to pay it, so a tenant company is an occupier of the floor it leases
- Your lease should say which of you maintains the sprinklers, smoke detectors and alarm devices inside the leased area
When a certificate is needed
- A commercial building more than 15 metres high needs a no objection certificate, known as the fire NOC
- The Director General of Fire Services, or an officer he authorises, issues it
- The fire NOC is the building’s document. Ask your landlord for a copy before design starts
What the certificate covers
- It holds only for the occupancy class, the occupant load (the number of people) and the building particulars stated in the application
- A change of occupancy needs a fresh certificate
- Ask the landlord in writing which occupancy and what occupant load the fire NOC was applied for. Compare your planned headcount with it before the seat count is fixed
What a new layout moves
- Cabins and meeting rooms change the ceiling plan, so sprinkler heads and smoke detectors move with the partitions
- Partitions and joinery leave clear access to the hose reel, the wet riser landing valve, manual call points and the exit routes
- New devices connect to the building’s fire alarm panel, which brings the landlord’s facility team into the job
- Any permission the change needs is yours or your landlord’s to obtain. IBS can prepare the application drawings and handle the liaison, as a separately charged service

Power
Who supplies power to a Hyderabad office, and how is extra load applied for?
One licensee serves the city, and its terms of supply say who applies for more load.
The licensee
- The Southern Power Distribution Company of Telangana Limited distributes power in Hyderabad. Its licence area includes both Hyderabad and Ranga Reddy
- Its short form is now TGSPDCL. A regulator’s order dated 10 July 2026 records that the company replaced the abbreviation TSSPDCL
- The company’s name did not change, so a bill or sanction letter marked TSSPDCL refers to the same licensee
The requisition
- A request for a new connection or for additional load is a requisition, submitted in the licensee’s prescribed format
- It is made by the owner or the occupier of the premises. In a leased tower, agree with the landlord which of you applies
- A consumer who wants new or additional load for commercial use is to hold whatever licence, permission or no objection certificate the statute requires
What a fit-out adds
- Cooling: a tenant VRF (variable refrigerant flow) system, or more AHUs and FCUs (air handling units and fan coil units) fed by the building’s chiller plant
- Lighting designed to a lux level (brightness at the desk), a server room with its own cooling, and a pantry with ovens and dishwashers
- Every new circuit runs from the floor’s DB panel through conduit to its own MCB (miniature circuit breaker), with earthing to match
- The electrical design totals the connected load in kW. Compare it with the load already sanctioned for the floor before equipment is ordered

SEZ floors
Is your Hyderabad floor inside a special economic zone?
A special economic zone (SEZ) is an area notified under India’s SEZ law, where approved units work under separate customs and tax rules. Ask whether your floor is in one before the first purchase order, because materials reach it under their own clearance rule.
Where the zones are
- The Government’s list shows 38 operational SEZs in Telangana up to 31 March 2026
- It has IT and ITES (IT-enabled services) zones at Madhapur, Gachibowli, Nanakramguda, Raidurg and Kokapet
- An address in one of those localities does not by itself put a floor in a zone. Your lease and the developer can confirm it, and whether your company is an approved unit there
What the rule says
- India outside the zones is the Domestic Tariff Area
- A supplier there who supplies goods or services to a unit clears them as in the case of a zero-rated supply, a category in GST law with its own documents
- Fit-out materials come from outside the zone: gypsum board, glass, plywood, HVAC equipment and furniture

Before material is ordered
- Say at the site survey that the floor is inside a zone
- Have the unit’s paperwork for inward goods arranged before the first delivery is booked
- IBS shows the lead time of long-lead equipment against the programme. Use those dates to schedule the paperwork
Name board
Does an office name board in Hyderabad have to be in Telugu?
Yes, under Telangana’s shops and establishments rules. The rule is one sentence long, and it fixes the order of the languages.
What the rule says
- The name board of every shop or establishment is to be in Telugu
- Where other languages are used, their versions go below the Telugu version
- The Labour Department’s checklist for registering a shop or establishment lists a photograph of the Telugu name board
What it means for the sign you order
- Settle the Telugu spelling of your company name before artwork starts, and have a Telugu reader on your side approve it
- Check the artwork proof against the rule before you approve it. Acrylic letters on an ACP (aluminium composite panel) tray are costly to remake once fixed
- IBS’s print branding line makes reception logo walls, glass film, wall graphics, wayfinding and cabin name plates in the same programme as the interior
Monsoon
When is the monsoon in Hyderabad, and what does it change on site?
IMD (India Meteorological Department) revised its normal monsoon dates in 2020. The station table in its research report has no row for Hyderabad. Its press release does.
What IMD gives for the city
- The station table prints four Telangana stations: Hanamkonda, Sirkonda, Sirpur and Suryapet. Hyderabad is not among them
- The press release lists Hyderabad. Normal onset is 8 June (1961 to 2019 records) and normal withdrawal is 14 October (1971 to 2019 records)
- From the first date to the second is 128 days, a little over four months
- IMD’s own link to that release now fails, so the source below is an archived copy from December 2022
What that changes
- Work indoors carries on through it: partitions, ceilings, conduit, ducting, joinery and painting
- The exposed items sit on the terrace and the facade: outdoor HVAC units, refrigerant pipe runs, roof penetrations and external cable routes
- Sheet materials take up moisture. Plywood, MDF and gypsum board need dry storage on the floor before they are fixed
- IBS states the programme in its quotation. Read the outdoor activities in it against these two dates. They are long-run normals, and any one year can differ
Architect-led
What changes when an architect has already designed your Hyderabad office?
The design stays with the architect. IBS prices it and builds it.
What stays with the architect
- The design itself. IBS builds to the architect’s GFC drawings (good for construction) and does not compete for the design work
- The answer to every query. IBS sends queries to the architect in writing and tracks each one until it is answered
- Any substitution. A saving is put forward only as a priced alternate, for the architect to accept or refuse

Two numbers, one for demand and one for cost. Both are market data. IBS publishes no rate, and neither figure is its price.
Leasing in 2025 (JLL)
- Hyderabad recorded 11.7 million sq ft of gross office leasing in 2025, against 10.7 million in 2024. JLL prints the rise as 8.9%
- The fourth quarter of 2025 took 4.2 million sq ft against 2.9 million in the third, a rise JLL prints as 41.0%
- Add the two quarters and the second half of 2025 comes to about 7.1 million sq ft, roughly 60% of the year

- About ₹5,847 per sq ft for a collaborative hybrid office fit-out in Hyderabad

Why your own figure will differ
- A published average describes no particular floor. Yours has its own ceiling height, existing services and landlord conditions
- The MEP scope moves it: a server room, extra cooling or a pantry adds equipment, ducting and electrical work
- Finishes move it again: carpet tile or vitrified tile on the floor, a gypsum ceiling or an exposed one
