Office Interior Design and Build
in Gurgaon
A Gurgaon (Gurugram) office can be drawn and built by one firm. IBS’s in-house design team prepares the interior layout and the services design, and IBS’s own engineers and workmen build it through the company’s local teams in the city. Where your architect has designed the floor, IBS builds that design. Two Haryana rules shape the job: the building’s fire safety certificate ceases if an alteration goes beyond the building code’s limits, and extra electrical load may have to be requested through your developer.

Who designs and builds office interiors in Gurgaon, and what does Haryana ask of a tenant?
IBS designs and builds office interiors in Gurgaon (Gurugram) through its local teams in the city, or builds the design your architect has issued. Haryana’s fire law makes the owner or the occupier of a building responsible, individually or jointly, and it counts a rent-paying tenant as an occupier. The building’s fire safety certificate ceases if an alteration goes beyond the limits of the Haryana Building Code, 2017.
What does “occupier” mean in Haryana’s fire law?
An occupier is one of the two parties on whom the Haryana Fire and Emergency Services Act, 2022 places its fire safety duty. The other is the owner, and they are responsible “either individually or jointly”. A tenant who pays rent is an occupier, so a company leasing one floor of a Gurgaon tower is inside the Act.
What is a special building?
A special building is a class of building in Haryana’s fire law that needs a fire safety certificate, which you may hear called a fire NOC (no objection certificate). The class includes business buildings with a floor area of more than 500 square metres on a floor. High-rise buildings are covered separately.
What is single point supply?
Single point supply is an arrangement under Haryana’s electricity regulations in which an IT park or commercial complex takes power at one point and supplies its individual consumers itself. A tenant’s request for more load may then run through the developer. We could not establish which Gurgaon buildings use it, so ask your landlord.
Fire law
Who is responsible for fire safety in a leased Gurgaon office?
The law is the Haryana Fire and Emergency Services Act, 2022. Four parts of it reach a tenant.
Owner and occupier
- The Act names the owner or the occupier of a building as the party responsible, “either individually or jointly”
- A tenant who pays rent counts as an occupier
- Ask for the lease to list which fire safety tasks are yours and which stay with the owner
Buildings that need a certificate
- High-rise buildings and special buildings need a fire safety certificate, the building’s fire NOC
- Special buildings include business buildings with a floor area of more than 500 square metres on a floor
Who issues it
- The application goes to the Director of Haryana Fire and Emergency Services, or to an officer the Director authorises
- The Act names no office in Gurgaon, and we could not establish which one signs
- Ask the landlord which office issued the building’s fire NOC
How long it runs
- A certificate for a high-rise or special building runs for three years, and a renewal for three more
- A self-declaration is due every year
- The Act leaves the renewal filing window to rules, which we could not read. Ask the landlord when the building’s renewal falls due

Alterations
Can a fit-out end the building’s fire safety certificate?
Under one sentence of the Act, it can. That sentence bears on an office interior more than any other in the law, and it is the one we could pin down least.
What the Act says
- Where an addition or alteration goes “beyond permissible limits under the Haryana Building Code, 2017”, the fire safety certificate “shall cease to exist”
- The yearly self-declaration sits in the same provision
- Whether a given change to your floor is beyond the Code’s limits has to be settled before work starts
What a new layout moves
- Sprinkler heads and smoke detectors shift with the gypsum false ceiling and with every new cabin or meeting room
- HVAC (heating, ventilation and air conditioning) ducting and diffusers (the ceiling air outlets) are re-routed to the new rooms
- A full-height partition can cut across the route to an exit, or hide a hose reel or a manual call point (the break-glass fire alarm button)
- A server room adds electrical load at the DB panel (distribution board) and cooling of its own
What we could not settle
- Where the Haryana Building Code, 2017 sets its permissible limits for a tenant’s interior work
- What the rules under the 2022 Act add, and whether the Act has been amended since. We could not open either
- Which office in Gurgaon would decide the question
Before drawings are issued
- Put the question to the landlord in writing, with your layout attached, and keep the reply with your copy of the fire NOC
- Mark on the GFC drawings (good for construction, the set the site builds from) every sprinkler head, smoke detector and fire-rated partition the layout shifts
- Every licence, permit and NOC is yours to obtain. IBS can prepare the application drawings and handle the liaison, charged as a separate service
- At handover IBS gives you test certificates and as-built drawings, which record what was installed

Whose staff carry out an IBS office project in Gurgaon?
IBS’s own. It is a national contractor that executes projects across India and keeps local teams in the country’s major cities, Tier 2 and Tier 3 cities among them.

Power
Who supplies electricity to a Gurgaon office, and how is more load sanctioned?
DHBVN (Dakshin Haryana Bijli Vitran Nigam) distributes the power, and HERC (the Haryana Electricity Regulatory Commission) writes the supply code. In some buildings the developer stands between you and both.
The distribution company
- DHBVN’s own page says it handles distribution and retail supply in Haryana’s south zone
- It lists Gurugram among its districts, with circles named Gurugram-I and Gurugram-II
- The page is undated and its statistics are as on March 2023, so confirm the name on your electricity bill
Asking for more load
- More load is applied for as load enhancement under HERC’s supply code, in the prescribed format
- The application carries details of the change to the electrical installation, a work completion certificate and a test report from a licensed electrical contractor
- It is not accepted while the consumer is in arrears, so check that the connection’s dues are clear
- We read the seven amendments made to the code up to 22 July 2026. None rewrites this regulation
Single point supply
- HERC’s 2020 regulations let an IT park or commercial complex take electricity at a single point and supply its individual consumers itself
- In such a building your load change may run through the developer
- We could not establish which buildings in Cyber City or on Golf Course Road take it. Ask whose name the connection is in
What a fit-out adds
- A tenant VRF (variable refrigerant flow) system, a server room or a pantry can each take a floor past its sanctioned load, the load already agreed for it
- Where cooling comes from the building’s central chiller plant through an AHU (air handling unit) on the floor, ask how that load is counted
- New circuits bring conduit, DB panels, MCBs (miniature circuit breakers) and earthing
- IBS’s in-house design team designs the electrical services. Ask for the connected load of every DB panel, meaning the total wired to it, before equipment is ordered
Routes
Does IBS design a Gurgaon office, or build the architect’s design?
It does either. The choice comes before the price, because the drawings being priced are either IBS’s or the architect’s.

- IBS’s design team designs the interior and its MEP services, and IBS builds them under one contract
- Design is quoted as a line of its own
- Materials are yours to choose, from options priced against your budget
Where an architect leads
- IBS builds the architect’s design from the GFC drawings issued, and does not compete for it
- Site queries are sent to the architect in writing and tracked until each is answered
- A saving is proposed only as a priced alternate
- Shop drawings (the fabricator’s detailed drawings) are submitted before fabrication, and a mock-up is built where the contract asks for one
Price
How does IBS price a Gurgaon office, and what do you get at handover?
IBS quotes no rate per square foot. The price is built from a survey of your floor and a bill of quantities.
Before the price
- A site survey of your floor comes first
- Bring the landlord’s handover list: what the floor comes with by way of false ceiling, HVAC, sprinklers, smoke detectors and the DB panel
- Bring the building’s fire NOC and its electricity details as well, so the design starts from them
In the quotation
- A line-item BOQ (bill of quantities: every item with a quantity and a rate) priced against the drawings
- Design as its own line, where IBS is designing
- The lead time of long-lead equipment, such as VRF outdoor units and DB panels, shown against the programme
- The programme itself
What moves the price
- The floor as handed over: a bare one needs a gypsum or grid false ceiling, floor screed and HVAC ducting
- Finishes, for example laminate or veneer on joinery and carpet or vitrified tile on the floor
- Board for joinery: plywood, MDF or HDHMR (a dense, moisture-resistant board)
- The MEP scope, for instance a server room, and lighting designed to a lux level (brightness) target
At handover
- Test certificates and as-built drawings
- A closed snag list, meaning every listed defect has been put right
- Twelve months’ cover on installation, with the manufacturer’s warranty passed through to you
- The defect liability period, in which defects found after handover are put right, is the one your contract sets

Cyber City or Golf Course Road: what does the published market data show?
Of the reports we read, only Cushman & Wakefield’s Delhi NCR office MarketBeat for the third quarter of 2026 splits Gurugram out of the region. It is that firm’s Grade A series for a single quarter. None of the figures below is an IBS price.
Leasing in the quarter
- Delhi NCR leased 3.8 million sq ft of office space in the third quarter of 2026
- Gurugram accounted for 63% of that leasing
- On those two rounded figures Gurugram’s part comes to about 2.4 million sq ft. That is our arithmetic: 3.8 × 0.63 = 2.39
Two micro-markets
- Cyber City: vacancy of 1.3%, rent of ₹150 per sq ft per month
- Golf Course Road: vacancy of 5.1%, rent of ₹137 per sq ft per month
- The gap is ₹13 per sq ft per month. On 10,000 sq ft that is ₹1.3 Lakh a month
- At ₹150, 10,000 sq ft comes to ₹15 Lakh a month. Ask what your lease says about rent while the fit-out runs
Fit-out cost (Cushman & Wakefield guide, 2026)
- The guide has no figure for Gurgaon, Gurugram or Delhi NCR
- Its nearest city label is Delhi, at about ₹6,207 per sq ft for a hybrid, collaboration-led specification

Do air-quality curbs and the monsoon affect a Gurgaon fit-out?
Both can. Gurgaon is inside the National Capital Region (NCR), so the region’s air-quality schedule applies. For the monsoon, the official table has no entry for the city.
Air-quality curbs (GRAP)
- GRAP, the Graded Response Action Plan, is the air-quality schedule that the Commission for Air Quality Management (CAQM) issues for the NCR, last revised on 29 September 2026
- Its Stage III, tied to a Delhi air quality index (AQI) of 401 to 450, restricts listed dust-generating construction and demolition work “in the entire NCR” once invoked by order. Stage IV widens the restrictions
- Interior work is not exempt by name. IBS’s Delhi office page sets out the trades the schedule names. The goods-vehicle rules on that page govern entry into Delhi
Monsoon
- The India Meteorological Department (IMD) publishes normal monsoon dates in a table of stations, and that table has no row for Gurgaon or Gurugram
- The nearest station it lists is Delhi, with a normal onset of 27 June (1961 to 2019 records) and a normal withdrawal of 25 September (1971 to 2019 records)
- Those are Delhi’s dates. Use them as a guide, and time outdoor VRF units, roof openings and external HVAC pipe runs against the forecast
