What does a backlit sign or light box in Mumbai involve?
On a business premises, a lit light box needs written BMC permission, a base that drains monsoon rain, and a face that stays even when lit. What is a light box?
A shallow box, usually aluminium, with a translucent face lit evenly from inside by LEDs. The face can be printed fabric, acrylic or backlit film. BMC’s 2025 guidelines count a lit light box on a business premises as an illuminated advertisement, so outdoor and street-facing ones need written permission.
What is an SEG light box?
A light box with a silicone edge gasket: a printed fabric face with a silicone strip sewn round its edge, pushed into a groove in the frame so it pulls taut. Graphics change by pulling one fabric out and pressing the next in, with no rewiring.
What is backlit film?
A translucent printed film, often called duratrans, designed to be lit from behind. It gives photographic images the depth and colour of a lit display, and is used in slim light boxes for menus, product images and campaign graphics.
Permission
What BMC requires for a backlit sign or light box
BMC’s 2025 guidelines name back lit advertisements and illuminated show cases visible from a street among the displays that need written permission on business premises.
No BMC permission needed
- Non-illuminated boards on business premises relating to the trade carried on there (clause 1.9)
- Window advertisements for the trade on the premises
- Sale or letting notices
- The name of the building or its occupier, so long as it does not form a sky sign
Written BMC permission needed
- Glow signs, illuminated name boards, backlit, electronic and digital displays on shops, showrooms and other business premises (clause 2.1(a))
- Displaying one without permission is an offence under sections 328 and 328A read with 471 of the BMC Act, 1888
- Apply to the ward office in the prescribed form (Appendix A), with the processing fee
- Pay within 10 days of BMC’s demand letter; the application is cancelled if unpaid after 90 days
Size, structure and placement
- Boards on business premises must not project beyond the building line, the plinth of the building

Fees and penalties
- The 2025 policy publishes no rate table; BMC’s existing schedule of fees applies until revised rates are approved
- One year’s fee is paid in advance, plus a deposit equal to one month’s fee
- A board put up without permission is charged one extra year’s fee to regularise it
- Late renewal costs 25% of the proportionate monthly fee for each month of delay
Lighting rules
Lighting and electrical rules for lit signs in Mumbai
Beyond the licence itself, BMC’s 2025 policy and the national electrical safety regulations set a few more rules for anything that lights up. Some apply to shop signs; some apply only to hoardings, and are often quoted as if they covered both.
What BMC’s policy says about lit shop signs
- Glow and neon sign boards are listed together as illuminated boards on business premises (Annexure)
- Illuminated show cases visible from a street also need permission (clause 2.2)
- In residential areas, advertising should stay on business premises and be minimised (clause 2.5(b))
- Illumination can be refused where it harms the special interest of a building (clause 2.5(c))
- Heritage buildings: a stricter line on the method of illumination, size and position (clause 2.5(d))
